Formulation, Adoption, And Amendment Of Bylaws

The Lopatcong Township School District Board of Education's bylaws are rules designed to organize and control its internal operations.  Some bylaws are set by statute.  Others may be formulated and adopted at the board of education’s option as long as they are in harmony with the intent and specifics of the statutes.  In its deliberations leading to the establishment or amendment of its bylaws, the Board's central concern will be for increased efficiency and effectiveness in carrying out its legally mandated tasks.

The Chief School Administrator (CSA) will keep current with changes in Federal or state statutes that may require new bylaws or amendments to current bylaws.  The CSA will prepare proposed new or amended bylaw drafts and present them to the Policy Committee for their review and approval before they are submitted to the full Board.   Any conflicts between proposed and existing bylaws will be assessed and brought to the attention of the Policy Committee before it considers the CSA’s recommendation and to the Board at the first reading of the proposed new or amended bylaw.  Interested parties in the school community may submit proposals for additions or amendments to the school district policy manual, including its bylaws, and may contribute opinions and information for the Board's consideration.

Notice of possible adoption of a bylaw will be stated in the Board Meeting Agenda and copies of the proposed bylaw or amendment will be included in the Board Meeting Material Packet.  While the proposed new bylaws or current bylaw amendments don’t need to be actually “read” at the Board meetings, copies must be made available to the public at the first and second reading and on the Board of Education’s website.  Amended bylaws may be adopted on the first reading and new bylaws may be adopted on the second reading by a majority vote of the full Board.  The first and second readings of proposed new bylaws or amendments must be at regular Board meetings.  Changes to adopted bylaws correcting spelling or typographical errors and/or updating Legal References or Cross-References do not require full Board approval.  However, such changes must be brought to the attention of the Board Secretary and Policy Committee chair.

At the discretion of the CSA, the Board Secretary or Policy Committee chair may be engaged to assist the CSA in bylaw development.

The Board reserves to itself the right to final determination of the bylaws for itself.
